At the 7th Semiconductor Summit in 2023, Yang Xudong, Deputy Director of the Electronic Information Department of the Ministry of Industry and Information Technology, gave a keynote speech, reviewing the development path of China's panel and photovoltaic industries over the past 20 years, as well as their reference significance for the integrated circuit industry, which was welcomed and hotly discussed by attendees. Dear colleagues
Thank you to Xiamen Industrial and Information Bureau and Jiwei for inviting us here again. At present, there is a trend of nationwide investigation and research, and the department requires us to delve into the frontline of the industry to grasp trends and seek strategies. The platform built by Jiwei brings together numerous top enterprises, institutions, and experts. It is a great opportunity for us to conduct industry research and exchange views with everyone. I cherish this occasion very much. The year before last, I mainly talked about my understanding of the integrated circuit or chip industry here. Last year, we discussed strategies for industry development. The two reports provided directional answers to the questions of "how to look, how to do, and what to do" in the chip industry. Two years have passed, and the internal and external situation of the industry has not fundamentally reversed. It has only been further deepened, and the basic conclusions of the previous two reports are still valid. In such a public occasion, I have basically finished what I should say and what I can say about the complex, critical, and sensitive chip industry. Yesterday, I went to Xiamen University and had some discussions with my teachers and classmates, which gave me great inspiration. This time, I will focus on reviewing the other side of semiconductors, the development path of panel and photovoltaic industries.

Last year, I told Lao Yao that since you hold high the banner of the "Semiconductor Summit" and only talk about the chip industry, it is not sufficient. Panels and photovoltaics, as well as chips, belong to the semiconductor industry and are the objects of concern and service for our department and the Electronic Information Department. This time, I will help Jiwei make up for this shortcoming. More importantly, compared to panels and photovoltaics, the current external situation in the chip industry is more severe, with "wind and snow, cold air hitting", and the entire industry is "finding its way through the snow, struggling to climb". In addition, the difficulty of technology products and the complexity of the industry chain in the industry itself are much greater, and the tortuous development path that panels and photovoltaics have gone through may not be able to reproduce in the chip industry. However, historical experiences and lessons still have important reference significance for the chip industry. I think it is appropriate to talk about panels and photovoltaics here.

How to talk? To simplify and simplify, I am here to summarize and present some major events in the panel and photovoltaic industry over the past 20 years, starting from 2003. The reason for using a 20 year time interface is not only a "convenience method", but also a natural logic of industrial development.
